ODP waiver support.
We welcome participants with Consolidated, Community Living, and P/FDS waiver funding for our approved services. We work with your Supports Coordinator to match our services to your Individual Support Plan (ISP).
Consolidated Waiver
The Consolidated Waiver helps eligible Pennsylvanians with intellectual disability, autism, or certain developmental disabilities receive individualized support in their communities. It can support people with extensive needs, including those who require round-the-clock residential services.
Services may include: in-home and community support, community participation, respite, employment support, assistive technology, transportation, and residential services when authorized.
Planning your support: Your Supports Coordinator works with you to identify goals and develop an Individual Support Plan (ISP). The services you receive depend on assessed needs, eligibility, and authorization.
Consolidated Waiver details on PA.govCommunity Living Waiver
The Community Living Waiver helps eligible people build independence and participate in everyday life at home and in their communities. Services are planned around the person’s goals, preferences, and support needs within the program’s annual funding limit.
Services may include: in-home and community support, community participation, job finding and job coaching, respite, assistive technology, transportation, and family or caregiver training.
Planning your support: Work with your Supports Coordinator to develop an ISP that reflects your daily routines, community interests, and employment goals. Medicaid, financial, and level-of-care requirements apply.
Community Living Waiver details on PA.govPerson/Family Directed Support (P/FDS) Waiver
The P/FDS Waiver helps eligible people live more independently at home and take part in their communities. It offers services through qualified agencies and options for directing certain supports, within a defined annual funding limit.
Services may include: in-home and community support, community participation, respite, assistive technology, behavioral support, transportation, and family or caregiver training.
Planning your support: You and your support team identify the assistance that fits your goals and authorized ISP. Your Supports Coordinator can explain service choices, participant direction, and the funding rules that apply.
P/FDS Waiver details on PA.govWho may qualify, and how do I get started?
These waivers serve eligible people of any age with intellectual disability or autism, as well as certain children and young adults with qualifying developmental disabilities. Applicants must meet Pennsylvania Medicaid, financial, and level-of-care requirements. Contact your county Mental Health/Intellectual Disabilities (MH/ID) office to register for ODP services, or ask your existing Supports Coordinator about your options. Enrollment depends on available waiver capacity and assessed priority.

What is an ODP waiver?
An ODP waiver is a Medicaid program that helps eligible people receive support at home and in their communities. Each waiver has its own eligibility rules and covered services. Your county office or Supports Coordinator can explain the options that apply to you.
Can I choose Opulent as my provider?
You can discuss Opulent with your Supports Coordinator. We will confirm the service, staffing, and start date with your team. Services begin after required authorizations are in place.
Can a family member or friend apply to work here?
Yes. Family members and friends can express interest through our employment application. Employment and any assignment depend on qualifications, required screenings, applicable program rules, and the participant’s authorized plan.
